NEW REPLACEMENT PLAN FOR BOILERS AND INDIVIDUAL WATER HEATERS IN THE COMMUNITY OF MADRID
On October 17, 2022, the Call for the new Renovation Plan for individual boilers and water heaters in the Community of Madrid was published in the Official Gazette of the Community of Madrid, which has a budget of €5,175,000 for this call.
ELIGIBLE ACTIONS:
The replacement of old boilers and individual heaters powered by coal, heating oil, natural gas, LPG or electricity, for domestic use in residential sector homes.
BENEFICIARIES:
Natural or legal persons who own or lease a home in which there is a domestic use facility located in the Community of Madrid, who carry out the subsidizable action under the terms and conditions established in this call.
REQUIREMENTS FOR NEW APPLIANCES:
The appliances installed must be new, as evidenced by the corresponding invoice, and must use diesel, natural gas or LPG as fuel, and must meet the following characteristics:
a) In the case of boilers, these must always be condensing boilers.
b) In the case of heaters, these must always be sealed and low NOx.
The replaced boilers and heaters must be rendered unusable, which will be certified by the installation company adhering to the Plan.
Under no circumstances will the purchase without installation be eligible for the Boiler and Individual Water Heater Renewal Plan, which will be proven by the corresponding invoice issued by the participating installation company.
DEADLINE FOR SUBMITTING APPLICATIONS AND CARRYING OUT ELIGIBLE ACTIONS:
The deadline for submitting applications, always through an authorized installation company, will run from October 18, 2022 to March 31, 2023, or until the available funds are exhausted.
The execution, understood as the invoice date, and the payment of the eligible action, must be carried out from the day after the publication of this call in the OFFICIAL BULLETIN OF THE COMMUNITY OF MADRID (that is, from tomorrow, October 18) and up to ninety calendar days from the day of registration in the Plan and assignment of the Incentive Validation Code (COVI).
AMOUNT OF AID:
The maximum amount of the incentive that can be received by natural or legal persons who own or rent the homes that carry out the replacement and meet the requirements established in the call and its regulatory bases will be the following:
a) In the case of condensing boilers, a maximum of €350 per dwelling.
b) In the case of sealed low NOx heaters, a maximum of €150 per dwelling.
The aid from the Renove Plan will be limited, in any case, to 25 percent of the eligible expenditure (VAT not included).
Eligible expenses will be understood to be the sum of all items arising from the replacement of the boiler or heater, excluding VAT.
PROCESSING PROCEDURE:
1.- Adhesion of installation companies
In order to submit applications for aid, installation companies must join the Plan by means of the corresponding form through the website of the Energy Foundation of the Community of Madrid (application pending launch)
They must be accompanied by:
- Photocopy of the NIF/NIE of the company/self-employed person.
- Registration of Qualified Installation Company.
- Proof of having valid civil liability insurance by sending the last paid receipt.
- The budget number.
- The budget date.
- The details of the participating installation company.
- Applicant details.
- The address of the facility.
- Data on the cost of labor and materials.
- The date of sale/installation.
- The details of the participating installation company.
- Applicant details.
- The details of the boiler or water heater (make and model).
- The address of the facility.
- Data on the cost of labor and materials.
- To the applicant: it must be clear that the applicant for the aid is the sole payer.
- To the third party who receives the amounts paid.
- The payment date (value date) or effective disbursement of funds from the aid applicant.
2.- Application for registration and obtaining the COVI
The procedure begins by completing an application form on the Plan's website, which, provided funds are available, will provide a COVI (Incentive Validation Code).
3.- Execution of the eligible action, submission of the application and justification of compliance with the requirements
Always after obtaining the COVI, and within a maximum period of 90 days, the boiler or water heater must be replaced, and the following documentation must be submitted electronically through the installation company:
a) Application for Aid from the Renovation Plan for Boilers and Individual Water Heaters of the Community of Madrid, signed and stamped by the installation company and by the applicant.
b) A declaration of responsibility, according to the corresponding model, signed by the applicant, relating to other aid received or requested for the same eligible action, as well as that he is not subject to prohibitions to be a beneficiary of a subsidy in accordance with the provisions of Article 13 of Law 38/2003, of November 17, General Subsidies, and explicitly, that he is up to date with the fulfillment of his tax and social security obligations.
c) If the amount of aid requested by the same beneficiary under this call exceeds 3,000 euros, the applicant must submit a certificate from the State Tax Administration Agency stating that they are up to date with their tax obligations, a certificate from the General Treasury of the Social Security stating that they are up to date with their obligations, and a certificate stating that they have no debts in the enforcement period of payment with the Treasury of the Community of Madrid.
d) The NIF/NIE of the applicant, or, where applicable, Tax Identification Card.
e) Documents that reliably prove ownership of the property or the status of tenant (simple note from the Property Registry, lease agreement, etc.).
f) The itemized budget accepted by the applicant, which must reflect, at a minimum:
g) The invoice for the sale and installation of the boiler or water heater, which must refer to the estimate, or reflect:
h) The certificate proving the disuse of the boiler or heater, according to the model of the call.
i) Proof of the applicant's bank account number.
j) The gas installation inspection or review certificate or, failing that, the commissioning certificate for the installation when dealing with new gas supply connections due to a fuel change. In the case of gas boiler installations, proof must be provided that the gas installation in the dwelling is up to date with mandatory periodic inspections or reviews. To this end, the corresponding periodic inspection/review certificate, as legally required, or a document signed by the distribution company certifying the date of the last inspection with a satisfactory result, must be submitted. In this regard, the Energy Foundation of the Community of Madrid reserves the right to consult directly with the relevant gas distribution company.
k) Bank statements that prove the payments made in relation to the eligible activity.
Payment receipts that allow the identification of the following will be considered valid:
In cases where the bank receipts for payments made do not correspond to the full amount of the invoice or are not dated within the period established in the call for applications, the aid will be reduced proportionally.
INCOMPATIBILITY OF AID:
These grants are incompatible with any other public aid for the same action
